Kampala– Judiciary Service Commission (JSC) Chairperson Dr. Douglas Singiza has clarified that that they received several complaints from Col (Rtd) Dr. Kiiza Besigye and his aide Hajji Obeid Lutale about High Court judge Emmanuel Baguma accusing him of being biased having declined to recuse himself from their case on top of denying them bail on several attempts.
“We have a threshold for handling complaints, once the complaint doesn’t meet the administrative criteria we don’t entertain it. When you allege that the judge hasn’t granted you bail, you apply again but you don’t come to Judicial Service Commission because the Judicial officer has exercised his discretion.The only way we can handle is if in the process was the Judicial officer late.” Singiza told Journalists on Friday at Supreme Court building during the launch of Judicial Service Commission’s Strategic Plan for the years 2025/26 to 2029/30.
On Several occasions, Besigye and Hajji Obeid Lutale his co accused in the Treason case before the High Court in Kampala have acused the trial judge in their matter of biasness, ignoring most of the complaints they raise before him.
In August 2025, Besigye and Lutale petitioned the Judicial Service Commission seeking removal of Justice Emmanuel Baguma from office after he had denied them bail several times and ignoring another application for bail that had earlier been filed in April 2025.
Treason Charges before High Court, Prosecution alleges that Besigye and co acused, between 2023 and 2024, the suspects held meetings in Switzerland, Greece, Kenya, and Uganda, and sought to acquire weapons and use drones to assassinate the President.
