Kampala– Four individuals belonging to the family of the late Zura Mama Kasuku and the Ahluwalia Gudo have petitioned the President of the Republic of Uganda, the Minister for Justice and Constitutional Affairs, the Inspector General of Government (IGG) and the Principal Judge to intervene in what they have referred to as improper and irregular conduct in processing of the deceaseds’ estate.
In their petition dated 16th July 2026, the complainants Bunny Wallia, Johnny Wallia, Ronnie Wallia and Jassie Ahluwalia contends that, they are among the family members and/or persons with a legitimate interest in the estates of the deceased persons (zura Mama Kasuku and Ahluwalia Gudo) and have a direct interest in ensuring that the estates are administered lawfully, transparently and in accordance with the law.
“That, On Friday, 12th June 2026, Her Lordship Honourable Justice Deepa Verma and her brother, Jassa wallia, allegedly caused or procured the opening and/or processing of files relating to the estates of the late Zula Mama Kasuku and the late Ahluwalia Gudo at the Office of the Administrator General.The matters were allegedly handled under Administrator General’s Cause No. 1258 of 2026 and Administrator General’s Cause l'{o. 3460 of 2011 respectively.”
They also allege that, on the same date, Mr. Manzi Victor, in his capacity as Administrator General, is alleged to have conducted a purported family meeting attended by only four (4) persons.
Therefore, the complainants claim that it was unfair for them and other family members with interest in the same matter for having not been invited to participate in the said family meeting.
“The Complainants are concerned that a meeting purporting to represent the family / beneficiaries of the deceased persons could have been conducted without participation or notification of all known concerned beneficiaries.”
Issuance of Certificate of no objection
The Complainants, have also raised concern about the irregularities which were involved in the process of issuing the Certificate of no objection to the parties involved.
They allege that the certificate was issued on On Monday, 15th June 2026, only three days after the purported family meeting. That this speed alone raises a red flag about the whole process.
“The absence or alleged absence of death certificates for the deceased persons. The absence or alleged absence of introduction, confirmation or recommendation letters from Local Councils concerning the deceased persons or applicants.”
The Complainants also added that the inclusion of property which is not part of the deceased’s estate and failure to grant them opportunity to be heard before Certificate of no objection was issued are among the reasons why they are pushing for further investigations into this matter.
It’s from this complaint that the Complainants have brought it to attention of the authorities, that they got informed about the commencement of proceedings about their family estate via a newspaper advert in the New Vision News paper on 10th July 2026.
Concerns
The Complainants have went ahead and stated that their concern is that the estate may end up being administered without participation of the right beneficiaries.
“Court may be invited to act on incomplete, inaccurate and misleading information.”
That, the property which doesn’t belong to the estate may end up being included or dealt with as estate property.
“The Complainants emphasise that this complaint is not intended to interfere with the independence of the Judiciary or to prejudge any matter pending before court. Rather, it is intended to bring to the attention of the appropriate oversight and administrative authorities serious concerns regarding the circumstances in which the estates were allegedly processed before the court proceedings were commenced.”
The Complainants have listed a list of documents they intend to use as evidence to prove their complaint and at the same time have copied copies of the same to the Chambers of Deputy Chief Justice, Private Secretary to the President of Uganda, individuals complained about and other relevant Government Offices.
