
IGANGA, Uganda — Two senior engineers from Luuka District appeared in court Monday charged with stealing fuel valued at 222 million shillings from a government road maintenance grant.
Acting District Engineer Rajab Musisi and Assistant Engineering Officer Daniel Sengoba were arraigned in the Iganga Chief Magistrate’s Court on charges of conspiracy to commit a felony and theft of fuel. A third suspect, engineer Bernard Kayeyera, remains at large.
The State House Anti-Corruption Unit alleges the officials siphoned the fuel during the 2024-2025 financial year. The resources were part of a 1 billion shilling grant intended for critical repairs on several routes, including the Busalamu–Waibuga and Bukoova–Nawaka roads.
According to investigators, the engineers systematically inflated fuel requirements and diverted the supply to private individuals. The unit claims the suspects collaborated with fuel station managers to falsify records, though district drivers told authorities they never received the fuel.
In a related session, George Muduuli, the headteacher of Tabingwa Primary School, was also charged for allegedly extorting between 5.7 million and 17 million shillings from job applicants. Muduuli reportedly told victims the money would secure them positions through the District Service Commission.
All three men were remanded until Jan. 8. The investigation was a joint effort between the anti-corruption unit, the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.
Officials said they are continuing to investigate whether members of the District Service Commission or other local leaders were involved in the schemes.
