
KAMPALA, Uganda — The Mufti of Uganda, His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, praised the National Identification and Registration Authority (NIRA) for its high-tech national ID system and urged Ugandans to embrace the ongoing registration and renewal exercise.
Dr. Mubaje described the campaign as “a critical step in Uganda’s journey toward ensuring legal identity for all.” He made the comments Wednesday after renewing his own national ID at the Uganda Muslim Supreme Council (UMSC) headquarters, noting the biometric capture took “less than six minutes” due to his pre-registration application ID.
The Mufti commended NIRA for the “efficiency and dexterity of the system deployed,” specifically highlighting the user-friendly pre-registration portal (https://prereg.nsis.nira.go.ug/pre-registration-ui/#/eng). This portal allows applicants to start the process online before appearing for biometric capture.

He also pointed to the advanced biometric technologies used, including iris scanning, fingerprint recognition and digital signatures. “This additional biometric technology makes identity forgery extremely difficult,” Dr. Mubaje said, stressing the system’s security and reliability.
The Mufti appealed to Ugandans “of all ages, regardless of religious affiliation,” to actively participate in the mass enrollment and renewal exercise, which is currently being conducted at the parish level from Monday to Saturday. The campaign includes special provisions for vulnerable populations such as the elderly, persons with disabilities and expectant mothers.
