KAMPALA, Uganda — The Mufti of Uganda launched a central digital platform Tuesday to improve accountability and track development funds distributed to Muslim women savings groups across the country.
Sheikh Shaban Ramadan Mubajje introduced the Uganda Muslim Supreme Council 360 Central Digital System at the Gaddafi National Mosque following Eid al-Adha prayers.
The digital platform is designed to track UGX 2 billion donated by President Yoweri Museveni to Muslim women savings and credit cooperative organizations. It will also manage Sadaq contributions and coordinate other council activities.
The system will help ensure transparency and proper accountability in the management of Muslim affairs and the funds meant to uplift Muslim women, Mubajje said.
The funding stems from an Oct. 8, 2024, pledge by Museveni during a Muslim women national leadership event. Museveni provided the money because interest-related structures in the government Parish Development Model conflicted with Islamic banking principles, making it difficult for Muslim women to participate. State House Comptroller Jane Barekye oversaw the distribution of the funds to 82 regions in September 2025.
Hajjat Sofia Safina Kenyangi, national chairperson for the Muslim Women Council, said the funds are already being utilized by local cooperatives for income-generating activities. She said the new platform will allow leadership to monitor how the money is invested.
This digital system will help us monitor the funds properly and ensure that the women who received the money are using it for the right projects, Kenyangi said. She added that the council plans to launch sensitization campaigns to educate women on managing the funds.
Despite praising the financial support, Kenyangi expressed dissatisfaction with the composition of Museveni’s Cabinet, arguing that Muslims remain underrepresented in government positions despite having qualified candidates.
Beneficiaries Aminah Makayu and Hajjat Rehema Nakayiwa welcomed the digital tracking system but urged the president to increase financial support, noting the large population of Muslim women who still need empowerment opportunities.
In addition to monitoring cooperative funds, the digital platform will serve as a communication hub for council activities and facilitate donations through a USSD shortcode.
