NTENJERU-KISOGA TOWN COUNCIL, Uganda — Mukono District officials are pushing for stricter urban planning oversight, calling on local leaders to help residents embrace government development projects to curb haphazard growth.
The district physical planning department recently met with councilors and technical staff to discuss the fourth Detailed Area Action Plan. The initiative aims to address rapid expansion in the Ntenjeru-Kisoga Town Council, where a population of more than 22,000 people has led to rising concerns over land encroachment and substandard settlements.
Kamoga Hamuza, the Mukono District physical planner, said infrastructure development depends on community cooperation with structured guidelines. He identified Kisoga, Ntenjeru, Mpuumu, Lwetega and Piida as high-priority zones for corrective planning.
Officials at the meeting highlighted several challenges facing the area, including residential developments built too close to industrial zones, poor waste management and encroachment on road reserves. The new action plan provides a framework to regulate building standards, protect environmental resources and improve access to water and electricity.
Patrick Balilonda, a program facilitator, briefed leaders on the Greater Kampala Metropolitan Area Urban Development Program. He urged the council to pass bylaws to prevent encroachment and encouraged leaders to secure community consent for essential projects like road construction.
Town Clerk Mirembe Dinah and Deputy Mayor Nakyanzi Proscovia both emphasized the need for local leaders to act as ambassadors for the plan. They noted that collective responsibility is required to manage the area’s youthful demographic and expanding peri-urban settlements.
The engagement is part of a broader effort by Mukono District to ensure inclusive and organized urban growth while protecting public infrastructure and improving service delivery for residents.
