Museveni orders action on illegal school fees, cites education sabotage

NAKASERO, UGANDA — President Yoweri Kaguta Museveni has directed government agencies to urgently address unauthorized school fees charges in Universal Primary Education (UPE) schools, warning that such practices undermine the nation’s free education policy.

Speaking to journalists from Mpigi, Butambala and Gomba districts Tuesday at State Lodge Nakasero, Museveni condemned the levying of illegal fees, stating it frustrates the government’s vision of providing free education. He indicated that the establishment of skilling hubs was, in part, a response to the frustration of his UPE and Universal Secondary Education (USE) initiatives by those demanding illicit payments from parents. The president noted there are currently three skilling hubs in Buganda, demonstrating his commitment to ensuring Ugandans, especially the youth, can acquire free skills.

In addition to education costs, Museveni ordered action on several other challenges facing communities in Greater Mpigi. He expressed concern over increasing cattle theft in Gomba District, questioning the absence of police canine units and ordering an immediate investigation.

The president also directed the Permanent Secretary in the Ministry of Energy and Mineral Development to ensure areas with unreliable electricity supply in Mpigi are connected to the national grid.

Responding to requests from Butambala District journalists to increase Parish Development Model (PDM) funds due to population growth, Museveni maintained that the current annual allocation of 100 million shillings per parish, if properly utilized and repaid, would serve a larger population over time. He indicated that long-term plans for increased funding exist but emphasized the immediate importance of responsible use.

Furthermore, Museveni addressed reports of job negligence by agricultural extension workers in Mpigi, particularly concerning poultry and livestock diseases. He directed the State House agricultural department to investigate, asserting that dereliction of duty in public service would not be tolerated.

President Museveni reaffirmed his government’s commitment to supporting farmers, empowering youth and ensuring diligent performance from public servants for the benefit of all Ugandans.
