Museveni reappoints Gen Gutti to head army court

President Yoweri Museveni has renewed the tenure of Lt Gen Andrew Gutti as the chairperson of the General Court Martial.

Gen Gutti’s term of office had expired on June 9, Wednesday June 9 but Defence and army Spokesperson on Friday confirmed that Gen. Gutti had secured a new term of office together with 17 members of the court.

“I hereby require the General Court Martial to convene and exercise its jurisdictions as under sub section 2 of the section 197 of the Uganda People’s Defense Forces Act”, reads Museveni’ letter in part.

Lt.Gen.Andrew Gutti was appointed as the army court chairman in May 2016 replacing the late Maj Gen Levi Karuhanga who died earlier that month.

During his tenure, Gutti imprisoned Abdalla Kitatta , the patron of the defunct Boda boda 2010 group.

Several senior police officers including former IGP, Gen.Kale Kayihura, SSP Nixon Agasiirwe, SCP Joel Aguma accused of illegally repatriating Rwandan refugees back to Rwanda have also appeared before Gen.Gutti as the army court chairman.

The UPDF Act 2005 provides that the General Court Martial shall consist of a chairman who shall not be below the rank of a Lieutenant Colonel, senior officers, junior officers, a political commissar and a non -commissioned officer and these members are appointed by the High Command for a period of one year.
