ODPP Dismisses Torture Allegations by Murder Suspect Minana

Kampala — The Office of the Director of Public Prosecutions (ODPP) has condemned what it described as false, baseless, and malicious allegations made by murder suspect Abdul Semujju, alias Minana, against a senior state attorney.

The accusations were raised on December 10, 2025, during proceedings at the Nakawa Chief Magistrate’s Court, where Semujju — who is charged with the murder of Assistant DPP Joan Namazzi Kagezi — claimed that Chief State Attorney Richard Birivumbuka had participated in the torture of suspects held in safe houses.

The remarks, which quickly circulated on social media and various online platforms, prompted the ODPP to publicly refute the claims, calling them “outrageous” and “calculated to assassinate the character of a public officer.” Said Jacqueline Okui , the spokesperson of the ODPP

In its statement, the ODPP emphasized that the allegations are entirely unfounded and do not reflect the conduct or mandate of prosecutors.

“Prosecutors in the ODPP only interface with accused persons when they are produced in court and are responsible for ensuring a fair and transparent prosecution of criminal cases in accordance with the law,” the statement read.

The ODPP warned that attempts to undermine its prosecutors through misinformation, intimidation, and personal attacks threaten not just the safety of individual officers but the integrity of the country’s entire criminal justice system.

It further noted that such allegations appear aimed at derailing lawful prosecution processes, especially in cases involving serious criminal charges.

“Any interference with the professional duties of prosecutors — whether through false allegations, harassment, or direct interference — is unacceptable and will not be tolerated,” the ODPP cautioned.

The institution appealed to the public and the media to refrain from spreading unverified claims and instead rely on accurate and verified information.

Reaffirming its commitment to fairness, transparency, and the rule of law, the ODPP stated it remains focused on ensuring that all criminal cases are handled professionally and without undue influence.
