Police bust exam leak network, investigate Masaka students for using AI in cheating

KAMPALA, Uganda — The Uganda police Force in Kiira Division has apprehended five teachers for the unauthorized possession of materials believed to be Uganda National Examinations Board (UNEB) examination papers.

The suspects, who face charges under Section 25 (i) of the UNEB Act, CAP 259, are accused of sharing confidential content of Primary Leaving Examinations (PLE) on social media platforms, including WhatsApp and Telegram.

The arrested individuals include Mugaga Ramathan Male, 24, an invigilator at Kirinya C/U Primary School in Kampala; Tumuhimbise Ronald, 40, a teacher at Kisoso Primary School in Masaka City; Otai Nelson, 31, from Nansana; and Katamba Richard, 40, and Kimanje Tom, 30, both from Masaka City. The leaked content reportedly included exam papers for Maths, Science, Social Studies, and English.

According to police reports, the accused used social media platforms to disseminate the leaked examination papers to their colleagues and even read out answers to candidates during exams at Kisoso Primary School.

Investigators suspect the operation was part of a broader network involving several educational stakeholders, with the school director believed to have facilitated the sharing of the examination content.

The accused teachers are set to appear before the Magistrate’s Court in Kiira on Tuesday, November 22nd, to face charges related to the unauthorized possession and dissemination of examination materials.

In a related incident, police in Masaka are investigating two female Uganda Advanced Certificate of Education (UACE) candidates. The students, Nabahinda Cecilia and Nakiyimba Grace, were caught with smartphones inside the examination room during an afternoon session. One of the candidates was reportedly using artificial intelligence software to download an essay, while the other had stored summarized notes on her device.

This latest crackdown underscores the ongoing challenges and efforts to maintain the integrity of Uganda’s national examination system.
