Renowned engineer Charity Mulenga named new UCC board chair

KAMPALA, Uganda — Charity Basaza Mulenga, a renowned Ugandan electrical engineer and academic administrator, has been named chair of the Uganda Communications Commission’s (UCC) new eight-member board.

Mulenga, born circa 1979 in Kisoro District, Western Region, Uganda, boasts an impressive academic background. She holds a Bachelor of Science degree in electrical engineering from Makerere University, a Master of Science degree in digital communication systems from the University of Loughborough, and a Doctor of Philosophy degree in electrical and electronic engineering.

Her illustrious career spans academia and industry. Mulenga worked as a switch planning engineer at MTN Uganda, research coordinator at Makerere University’s Faculty of Computing and Information Technology, and deputy vice chancellor at St. Augustine International University (SAIU). She served as the founding vice chancellor of SAIU from 2011 to 2016.

Mulenga’s expertise and leadership skills make her an ideal fit for the UCC board. The commission regulates Uganda’s communications sector, including telecommunications, broadcasting, radio communication, postal communications, data communication, and infrastructure.

Other members of the new board include Mr. Steven Ddungu Kabugu, Mr. Bernard M. Katureebe, Eng. Geoffrey Agoi, Eng. Paul Odoi, Hon. Sylvia Namabidde Musisi, Ms. Hawa Tuuku, and Hon. George William Nyombi Thembo.

The new board replaces the outgoing board led by Dr. Dorothy Okello. Dr. Jimmy Pat Saamanya, Enoch Barata, and Edson Ngirabakunzi are among those who have been dropped from the board. Eng. Paul Odoi, who served on the outgoing board, has been re-appointed.
