Soroti – Soroti City Town Clerk, has Interdicted Hellen Alajo, the Community Development Officer, Sororti City over allegations of obtained Money by false Pretense.

According to the Letter from the office of the Town Clerk, this has followed her appearance in Court on 23rd April 2026 on allegations of obtaining money by false pretense contrary to section 285 of the Penal Code Act Cap 128.
“While on interdiction, you will not be allowed to access your office premises save for hand over purposes stipulated in (F-d) of the same standing Orders, which should take place immediately.
In addition, you will only be paid half of your monthly salary per month while the interdiction lasts in accordance with Regulation 38(2) of the Public Service Commission as sited above and (F-s) 14 (d) of the Standing Orders.”
The Town Clerk added that has been done in line with Regulation 38 of the Public Service Commission Regulations 2009 and the Uganda Public Service Standing Orders 2021 Section (F-s), Paragraph 14 (b), this decision is to pave way for uninterrupted investigations and allow prosecution go on.
“You will only be entitled to your arrears when the interdiction is finally lifted. You will not be allowed to leave the country without the express permission of the Responsible Officer as per (F-s) 14 € of the standing orders.”

Background
The State House Anti Corruption Unit working with Criminal Investigation Division (CID) of Uganda Police and Office of the Director of Public Prosecutions (ODPP) today arraigned Alajo Hellen, the Community Development Officer for Kengere Ward in the East Division of Soroti City, before the Soroti Chief Magistrate’s Court on charges of obtaining money by false pretence.
Investigations into the matter revealed that the accused, in her capacity as a Community Development Officer, allegedly extorted thousands of shillings from over 121 beneficiaries of PDM in Soroti City East Division. She reportedly claimed that the money was required for group registration, renewal of group certificates, and stationary.
It is further alleged that after the beneficiaries received their UGX 1,000,000 under the program, she demanded additional payments ranging between UGX 10,000 and UGX 50,000 from each individual. She claimed that these funds were intended to facilitate community-based trainers and to enable beneficiaries to access more funding in the next financial year, claims that investigations found to be false. She has been remanded until 27/04/2026.
