Kampala– On Tuesday, the State House Anti Corruption Unit (SH-ACU) joined other Anti-Corruption Agencies and Partners at Hotel Africana for a high-level breakfast meeting with Heads of Institutions and members of the Inter-Agency Forum to discuss Uganda’s 2025 Corruption Perceptions Index (CPI).
The meeting, organised by Transparency International Uganda, in partnership with Inspectorate General of Government (IGG) , focused on Uganda’s CPI performance and practical actions needed to improve the country’s ranking.
Representing the Unit, D/SSP Fred Lumala, Head of Investigations, noted that improving Uganda’s CPI requires continued attention to the quality of public service delivery.
He explained that citizens’ perceptions are largely shaped by their experiences when accessing government services. Delays, abuse of office, demands for unofficial payments, and failure to hold public officers accountable all contribute to negative perceptions of integrity within public institutions.
He added that the Government already has the legal and institutional framework needed to fight corruption. The focus should now be on strengthening implementation, improving institutional accountability, and expanding the use of technology to digitalise government services. Reducing face-to-face transactions through digital systems can significantly limit opportunities for corruption.
He concluded by appreciating the continued collaboration among accountability institutions, noting that coordinated investigations, timely information sharing, and joint enforcement efforts are key to strengthening the fight against corruption and building public confidence.
He reaffirmed the Unit’s commitment to working closely with all partners to promote transparency, accountability, and integrity in public service.
