Luweero, Wobulenzi – Criminal Investigation Department (CID) of Uganda Police in collaboration with office of the Director of Public Prosecutions (ODPP) and State House Anti Corruption Unit have arraigned two suspects, Nkalubo Mulodokayi Ssekakoni and a one Hassan before Wobulenzi Grade one Magistrates on three charges.

These have been charged with charges of Forgery, Uttering a False Document, and Conspiracy to Commit a Felony.
They have denied the charges and have been remanded to Prison until July, 06, 2026.
Between 2022 and 2026, the duo, along with others still at large, conspired to defraud by forging a certificate of title for land located in Bululi Block 239, Plot 23, which was purportedly issued by the Ministry of Lands, Housing, and Urban Development, whereas it was not.
It is alleged that while at the Bukalasa MZO (Ministry Zonal Office) in Luwero District, the accused submitted a duplicate Certificate of Title for land in Bululi Block 239, Plot 23, for the purpose of registering it under the Letters of Administration for the estate of the late Yasoni Zawaya.
Upon receipt, the title was forwarded to the Data Entry Clerk, who informed the receptionist that the document looked suspicious. The Senior Registrar of Titles subsequently confirmed that the title was a forgery based on several discrepancies he noticed. The suspects were called back, arrested, and have been charged accordingly.
