Whistleblower flags statistically irregular court rulings favoring Clarks Financials Ltd at Buganda Road Court, prompting calls for an administrative probe into default judgments.

KAMPALA — An anonymous whistleblower has petitioned the chief magistrate of Buganda Road Court to investigate what appears to be a statistically irregular pattern of court rulings favoring a specific money lending firm.

In a note dated Feb. 6, 2026, the observer flagged an unusually high volume of default judgments and ex parte proceedings involving Clarks Financials Ltd. The petition, submitted for administrative awareness, suggests these trends warrant immediate scrutiny to ensure compliance with fair-hearing guarantees.

Statistical irregularities cited

The whistleblower’s report includes a review of recent case outcomes that show a consistent pattern across multiple judicial files. According to the documents, the frequency of these judgments appears irregular when compared to other civil matters of a similar nature.

A detailed breakdown of the cases handled at the station reveals the following:

  • Winnie Nankya oversaw at least 17 default judgments for the lender between 2024 and 2025, alongside eight pending summons.
  • Basajabalaba Jalia presided over 12 default judgments and three consent judgments.
  • Alex Niyonzima handled 12 default judgments and one consent judgment during the same period.
  • Dan Mwesigwa recorded seven default judgments and several active summons.

Other judicial officers, including Ronald Kayizi, Sanula Nambozo and Kyashabire Caroline, had significantly fewer interactions with the firm’s files.

Push for procedural integrity

The observer emphasized that the note was provided solely to safeguard the procedural integrity of the court. While no specific allegations of misconduct were made, the whistleblower noted that the findings indicate a need for administrative oversight to protect the rights of defendants.

Recent judiciary reports confirm that Ritah Kidasa currently serves as the chief magistrate at Buganda Road. The petition arrives as the Ugandan judiciary faces increased pressure to regulate the money lending sector, following a 2024 law that capped interest rates at 2.8% per month to prevent the loss of property by borrowers.

The chief magistrate has not yet issued a formal response to the administrative note.
