KAMPALA, Uganda — Eng. Mubiru Frederick (Registration No. 605) has been suspended from practicing engineering for one year due to professional misconduct on multiple structural engineering projects, according to a public notice issued by Eng. Namugera Ronald, Registrar of the Engineers Registration Board (ERB). The suspension took effect April 25, 2025, and will continue until April 24, 2026.
The ERB, the regulatory body established under the Engineers Registration Act, Cap 299, informed all stakeholders and the general public of the disciplinary action in a notice dated Wednesday, May 7, 2025. “In accordance with Section 24 of the Engineers Registration Act, Cap 299,” the notice stated, “the Engineers Registration Board (ERB) informs all stakeholders and the general public of the suspension of Eng. Mubiru Frederick (Reg. No: 605) from practicing engineering for a period of one (1) year, effective 25th April 2025 due to professional misconduct on several projects under his jurisdiction as a Professional Engineer Structural.”
Eng. Namugera emphasized that the suspension, which will lapse on April 24, 2026, is “subject to submission of satisfactory evidence of remedial measures taken to address the identified issues.”
The ERB has also issued a directive to the suspended engineer. “By copy of this notification,” the public notice read, “the Engineer shall hand over all his running projects to the respective Employers with immediate effect and provide evidence of the same to the Board.”
Furthermore, Eng. Namugera informed the public about accessing the official register of practicing engineers. “The Public is further informed that a list of all certified Engineers who are legally allowed to practice Engineering in Uganda can be accessed from our website at www.erb.go.ug or the ERB offices, Plot 2, Gloucester Avenue, Kyambogo.”
The public notice was signed by Eng. Namugera Ronald, Registrar of the Engineers Registration Board.
The suspension stems from allegations of professional misconduct related to three structural failures. These include the collapse of a retaining wall at the Goodluck Oil fuel station in Ndejje Kanyanya cell, Makindye Ssabagabo Municipality. The other two incidents involve the collapse of a floor in an industrial warehouse belonging to Sun Labelling and Printing Company Ltd. in Kavule Village, Mpigi District, which occurred in September 2021, and a building collapse on Major Victor Bwana Road in Mbarara on October 5, 2021.
