KAMPALA, UGANDA – As the mass enrollment and renewal of national identification cards officially commences Tuesday, May 28, the National Identification and Registration Authority (NIRA) has provided crucial details regarding the process and requirements for individuals seeking to change particulars on their IDs. Understanding these guidelines is key to a smooth update of your national identification.

Understanding the Process for National ID Particulars Changes

NIRA Executive Director Rosemary Kisembo emphasized that all changes or corrections to national ID particulars, such as names or age, must be exclusively handled at NIRA district offices. This centralized approach is due to the “intense legal requirements” involved in such alterations, which necessitate specialized handling. There are nine distinct categories of changes, each with its own set of specific requirements, ensuring legal compliance and accuracy.

Fees and Documentation for Changing National ID Details

Individuals requesting changes or corrections to their national ID particulars, including personal information like names or date of birth, will incur a fee of 200,000 Ugandan shillings.

The application process for changing particulars on your national ID involves several steps:

  • Application Form:Applicants must complete the application form designated for the replacement of lost, defaced, or damaged national ID cards, which is readily available on the NIRA website.
  • ID Presentation:You will need to present your expired national ID card for defacing. If the original ID is lost or stolen, a valid police letter reporting the incident must be provided.
  • Personal Information:The application form requires your National Identification Number (NIN) and current contact information, including your phone number and email address.

It’s important to note that a separate fee applies for replacing a lost national ID. If you have lost your ID and require a replacement, a fee of 50,000 Ugandan shillings is charged. Therefore, if you need to both change particulars on your national ID and replace a lost one, the total bank payment required will be 250,000 Ugandan shillings.

National ID Registration for Children: Guidelines and Accessibility

NIRA has also laid out clear, yet flexible, guidelines for the first-time registration of children during this mass enrollment period. These guidelines aim to ensure all eligible children can obtain their national IDs with ease:

  • Parental ID Requirement:To register a child, a photocopy of the national ID of at least one parent is generally required.
  • Alternative Identification:In cases where parents’ IDs are unavailable, a child can still be registered with the support of one of their four grandparents or a blood relative who is a direct descendant of any of the grandparents. This offers crucial flexibility for families.
  • Adult Accompaniment:Every child undergoing registration must be accompanied by a responsible adult. This can be a parent, grandparent, or a qualified guardian who can effectively support the child’s identification process.

To enhance accessibility and bring services closer to communities, NIRA is deploying registration teams at the parish level across the country.

This strategic move is designed to make the registration process more convenient for rural families, significantly reducing travel burdens that have historically hindered participation in such national exercises.

Local leaders are actively mobilizing communities, urging parents and guardians to prepare the necessary documents and bring eligible children to their nearest registration points, ensuring comprehensive coverage during this mass enrollment period.
