Former CID spokesperson Twine charged for ridiculing President Museveni and Gen Muhoozi

KAMPALA -Buganda Road Chief Magistrates Court has on Thursday 22 May 2025, charged Charles Twine , the former CID spokesperson with spreading Malicious Information and spreading hate speech against top Government officials.

Twine whose whereabouts have been questionable ever since his appearance at Naguru Police headquarters, was produced today at Buganda Road court alongside Mitala Noah aka Noah Mutwe one of the National Unity Platform (NUP) diehards who was recently arrested from his home along Matuga Semuto road.

According to the charge sheet, it is alleged that these offences were committed by Twine and Noah Mutwe against H.E Yoweri Kaguta Museveni, Speaker Hon. Annet Anita Among, Deputy Speaker Hon. Thomas Tayebwa , Chief of Defence forces Gen Muhoozi Kainerugaba and General James Biringi.

Prosecution contends that D/ASP Twine Mansio Charles, between January 2024 and May 2025, at

various places within Kampala Capital City Authority through electronic social media messages, incited Mitala Noah Alias Nuwa Mutwe to attack and cause the death of The President of the Republic of Uganda, using pavers, by reason of his office or political opinion. Incitement to Violence C/s 79 (1) of the Penal Code Act Cap 128

It’s also alleged that,  Twiine Mansio Charles, between January 2024 and May 2025, at various places within Kampala Capital City Authority through electronic social media messages, incited Mitala Noah Alias Nuwa Mutwe to cause the death of General Muhoozi Kainerugaba, by reason of his office or political opinion.

Prosecution contends  that,  Twiine Mansio Charles, between January 2024 and May 2025, at various places within Kampala Capital City Authority, by use of a computer, sent or shared information that Rt. Hon. Anita Annet Among the Speaker of Parliament of Uganda, is a rotten human being and the chief sponsor of the killings and violence in Bukedea District, which information is likely to promote hostility against the said Rt. Hon Anita Annett Among.

It’s further alleged that, Twine Mansio Charles, between January 2024 and May 2025, at

various places within Kampala Capital City Authority, sent or shared malicious information through a computer about General Birungi James, to wit that he is a crook and a killer which information is likely to ridicule, degrade and demean Birungi
