Leaked Shortlist Reveals Frontrunners: Rusa, Kabushenga, and Byarugaba Vie for KCCA Top Job

Kampala, Uganda – The search for the next Executive Director of the Kampala Capital City Authority (KCCA) has attracted 44 applicants, including high-profile candidates Robert Kabushenga and Richard Byarugaba.

Mr. Kabushenga, a corporate lawyer and former Managing Director of Vision Group, and Mr. Byarugaba, former Managing Director of the National Social Security Fund, are among the top contenders for the position.

Incumbent Frank Rusa Nyakaana, who has been serving as Acting Executive Director, is also vying for the substantive position.

Other notable applicants include Harriet Ssali, Venlander Namayanja, Irene Nnosi, Phoeby Nakabuye, Mexentia Bukirwa, and Florence Kintu.

The Public Service Ministry released a tentative shortlist of applicants on Wednesday, with the official list expected on Friday.

The successful candidate will replace Dorothy Kisaka, who was sacked by President Museveni in August following the Kiteezi Landfill tragedy that claimed 32 lives.

The Executive Director position is a key role responsible for coordinating and managing public funds, implementing national policies, and providing technical guidance to the Lord Mayor and the Authority.

Applicants were required to have a Master’s degree in a relevant field and at least 15 years of experience in public administration and management.

The Public Service Ministry will conduct interviews with shortlisted candidates on dates to be announced.
