As Uganda prepares for the nationwide mass enrollment for new national identification cards (National ID Mass Enrollment), commencing on May 27, 2025, understanding the necessary documentation is paramount for a seamless process. Spearheaded by the National Identification and Registration Authority (NIRA), this initiative aims to equip citizens with enhanced digital IDs. Below is a detailed breakdown of the requirements you’ll need to ensure you’re ready:

Free Renewal of Expired National IDs at Parish Level

For Ugandans whose current national IDs have reached their expiration date, the renewal process will be conducted free of charge at the parish level. To renew, ensure you have one of the following:

  • Your Original Expired National ID Card:The physical card itself.
  • A Photocopy of Your Expired National ID Card:A clear copy of your old ID.
  • A Valid Police Letter (if ID is Lost):Official documentation from the police confirming the loss of your previous ID.

It’s important to note that renewals will not involve any changes to your existing biographical information, and your unique National Identification Number (NIN) will remain the same.

Free First-Time National ID Registration for Adults (18+) at Parish Level

Ugandan citizens aged 18 and above who have never registered for a national ID can do so for free at the parish level. The required documents vary slightly based on your citizenship status:

  • Citizens by Descent:Be prepared to provide information and potentially documentation that establishes your lineage and Ugandan citizenship.
  • Citizens by Registration or Naturalization:You will need to present the official documents that granted you Ugandan citizenship.
  • Citizens by Birth (with Parent National ID):A clear photocopy of the National ID of at least one of your parents.
  • If Parent National IDs Are Not Available:
    • A photocopy of the National ID of one of your four grandparents(if available).
    • If no grandparent ID is available, provide identification of a blood relative who is a direct descendant of one of your four grandparents(a photocopy of their National ID if you have it).
    • In addition to the above, you will need valid introductory letters from:
      • Your LC1 Chairman (Local Council One Chairperson)
      • Your Parish Chief
      • Your LC3 Chairman (Local Council Three Chairperson)
    • Crucially, these letters must be officially endorsed by one of the following: GISO (Gombolola Internal Security Officer), DISO (District Internal Security Officer), OR RDC (Resident District Commissioner).

Ensure all the information you provide is complete and accurate to facilitate a smooth registration process.

Requirements for First-Time National ID Registration for Children (Under 18) at Parish Level

The specific documentation needed for first-time registration of children below the age of 18 will be detailed at the parish level during the enrollment period. Parents or legal guardians should be prepared to present their own identification documents and information that helps establish the child’s Ugandan citizenship.

Applying for Changes or Corrections to Your National ID (Fee: UGX 200,000 at NIRA District Offices)

If you need to modify or correct any information on your current National ID, such as your name or date of birth, this service is available at NIRA District offices and requires a fee of UGX 200,000. You will need to present:

  • Your expired National ID card(which will be defaced).
  • If your original ID is lost or stolen, a valid police letter.
  • Supporting legal documentsthat verify the correct information you wish to update (e.g., marriage certificate, birth certificate, court order for a name change).

Remember, this service is not offered at the parish level.

Applying for a Replacement National ID (Lost or Stolen) (Fee: UGX 50,000)

For individuals who have lost their National ID or had it stolen, a replacement can be obtained by paying a fee of UGX 50,000. You will need to provide:

  • A valid police letterthat officially confirms the loss or theft of your original National ID.

The application for a replacement ID will likely be processed at NIRA District offices, though further guidance may be provided by NIRA.

Stay Informed for a Smooth Enrollment:

As the mass enrollment date approaches, ensure you gather the necessary documents relevant to your situation. The parish level will be the primary center for free renewals and first-time adult registrations. For changes and replacements, you will need to visit a NIRA District office. By understanding these requirements, Ugandans can contribute to a streamlined and efficient national ID enrollment process.
