Judiciary’s Twin Towers to be Commissioned Next Week

KAMPALA– The Judiciary will next week get a permanent home for Supreme Court and Court of Appeal which have been in rented premises at a cost of six billion shillings annually.

The Twin tower buildings have been constructed at Judiciary headquarters Plot 2 , the Square , Kampala  close to a period of three years at a total cost of 110 billion shillings.

On addressing the press at the Commissioning ceremony, Dr. Pius Bigirimana the Secretary to the Judiciary, revealed that these state of the Art Buildings , are expected to be commissioned by President Yoweri Kaguta Museveni on Thursday 9th February 2023 ( the New Law Year 2024)

“This project was conceived long time ago, therefore its not a project of justice Chibita , Permanent Secretary or the Chief Registrar but it’s the project of the Judiciary. We are just lucky that we are the ones in these seats as the project is being launched.”

He also pointed out that the project was conceived in 1989, approved in 2014, in 2019 as he came , he found the things already in motion and thus picked up the card and things started running.

“On 2nd September 2019, we advertised for bid and after a successful , free and fair process, Seyani Brothers emerged the best. Ground breaking ceremony was held in December 2019, Construction started in May 2020 with the Superstructure estimated to be completed within 3 years.”

That in order to finish the work in the stipulated time frame, the workers stayed on site even during covid19 lockdown as people were no longer working.

Total cost of the project

At first the the total cost for the construction work was 63.9 billion shillings for a period of three years , but another floor was added to accommodate a spacious Conference Hall and this led to raise to the funds to seven billion shillings. The construction period was changed to four years.

However according to Dr. Bigirimana the total cost plus installation of fire fighting equipments, Air conditioning , modern facilities and interior designing, these buildings will be completed at a total cost of 110 billion shillings.( Each building will cost 550 billion shillings)

Due to close supervision, the duration period reduced from the earlier estimate of four years to three years.

The buildings will have modern court halls, Chambers, Restaurant, Parking space for over 226 vehicles, Gym facilities, Sauna, Steam bath and many other offices.
