KAMPALA– After spending a number of years filing public interest cases in which he represents himself, lawyer Hassan Male Mabirizi Kiwanuka has formally applied to the Law council to be enrolled as an Advocate.

According to Mabirizi’s letter dated 30th May 2025 to Chairperson Law Council, through the secretary, Mabirizi pointed out Sections 13(1), 13(8) & 13(9) of Advocates Act Cap. 295 provide that: “.a person to whom this section applies shall be eligible to have his or her name entered on the Roll”
Mabirizi says that having practiced law various courts in Uganda since 2013, he qualifies the provisions of this law.
“Have been in active Litigation since 2013 in High Court, Court of Appeal, Constitutional Court, Supreme Court & East African Court of Justice; mostly in Public Interest matters. I have hence practiced over decade, above a minimum of one year.”
He pointed out cases like Constitutional Appeal No. 02 of 2018 arising out of Constitutional petition No. 49 of 2017 challenging Constitution (Amendment) Act, 2018 which was partially nullified.
Secondly, he pointed out the case of MALE MABIRIZI V. ATTORNEY GENERAL OF UGANDA, East African Court of Justice Reference No. 6 of 2019, challenging Constitution [Amendment] Act, 2018 and MALE MABIRIZI v. ATTORNEY GENERAL OF UGANDA, East African Court of Justice Reference No. 8 of 2020, challenging the Covid-19 Lockdown.

This answers the question, many people have been asking themselves why Mabirizi who performed well at Law school , with love for legal practice doesn’t enroll at Law Development Center (LDC).
