KAMPALA – Two weeks after Buganda Road Chief Magistrates Court has declined to grant bail to Noah Mitala aka Noah Mutwe, the National Unity Platform (NUP) die hard , on Monday made a second attempt.

Being that , one of the grounds for denying Mutwe bail was lack of substantial sureties, this time he has prominent individuals to stand for him.
Through his lawyers, Noah presented Kawempe Division Mayor Dr. Emmanuel Sserunjogi (Chairperson NUP in Kawempe Division) as his first surety and his grand mother, Nakiwanuka Florence Lungujja Kitunzi Zone 5 an official working with Buganda Government.
The defence lawyers presented National Identity Cards and recommendation letters from the sureties’ place of residence as proof that they are responsible persons ready to ensure that Mutwe appears in court wherever he is required to do so.
“We seek for more time to verify the documents presented by the applicant. We request for 14 working days.” Submitted Ivan Kyazze, the state Prosecutor
He also informed court that during this period he would have made consultations with his senior colleague Richard Birivumbika with whom they are handling the same matter but has not been in court.
However, Noah’s Legal team disagreed with this request and asked Court to fix the matter to nearby date since the Prosecution looked unserious after asking for a second adjournment with out any progress.
“The state has been granted four working days to verify the documents presented to them. I adjourn this matter to 21st July 2025 for state to respond to the application and ruling on the bail application.”
…..Twine, Noah Mitala’s co-acussed has had his bail extended to that date as Mutwe has been further remanded until that date.
On Monday 30th June, Buganda Road Chief Magistrates Court granted a cash bail of sh5 million to former CID Spokesperson, Detective Assistant Superintendent of Police (D/ASP) Charles Twiine Mansio, who is facing charges of hate speech. On the same day, court declined to release Twiine’s co-accused, Noah Mitala alias Noah Mutwe on grounds that he lacked substantial sureties.
Mitala presented his father, Henry Kabuye, relatives, including Esther Harriet Namala and Juliet Namusoke, but Court found all of them not substantial.
The prosecution contends that between January 2024 and May 2025, D/ASP Charles Twiine Mansio, at various locations within Kampala Capital City Authority, used electronic social media to incite Noah Mitala to attack and cause the death of President Museveni and General Muhoozi Kainerugaba using pavers, motivated by political opinion or the offices they hold.
It is also alleged that Twiine used a computer to transmit or share malicious information, claiming that Anita Annet Among, the Speaker of Parliament, is a “rotten human being” and the chief sponsor of killings and violence in Bukedea District remarks deemed likely to promote hostility against her.
Further, he is alleged to have shared information alleging that Thomas Tayebwa, the Deputy Speaker of Parliament, is a “money launderer, masqueraders, and fraudster” which statements are likely to ridicule or degrade him.
