
KAMPALA, Uganda — The Ministry of Education and Sports has officially opened an internal recruitment drive for its African Nations Championship (CHAN) 2024 and Africa Cup of Nations (AFCON) 2027 Local Organizing Committee (LOC) Secretariat. This targeted recruitment aims to quickly staff the body responsible for implementing preparatory activities as Uganda co-hosts these prestigious tournaments with Kenya and Tanzania.
The call for applications is specifically directed at suitably qualified and experienced individuals currently working within the Ministry of Education and Sports, the National Council of Sports, the Federation of Uganda Football Association, and the Uganda Olympics Committee. The initiative underscores an urgent need to operationalize the Secretariat, as agreed upon by the relevant authorities.
Fifteen crucial positions are being advertised, all based at the AFCON Secretariat Offices in Lugogo, Kampala. The roles span various critical functions necessary for the successful hosting of the continental football events.
Key positions and their requirements include:
- Operations Manager (1 position): This role, with a 24-month renewable contract, reports to the Chief Executive Officer and is tasked with executing logistical, administrative, and operational aspects of CHAN 2024 and AFCON 2027. Applicants need an Honors Bachelor’s Degree in Sports Management, Business Administration, social sciences, or any humanity from a recognized institution, coupled with at least five years of experience in sports management, specifically in managing international or major sports events.
- Human Resource and Administrative Manager (1 position): Also reporting to the Chief Executive Officer for a 24-month renewable term, this manager will interpret, implement, and provide technical guidance on Human Resource policies for the LOC. Candidates should possess an Honors Bachelor’s Degree in Human Resource Management or related fields, and a minimum of three years of HR experience in government or a reputable organization.
- Medical Officer (1 position): This six-month contract position reports to the Operations Manager and will support the planning and implementation of activities for the Medical and Doping Control Sub-Committee of the LOC. Essential qualifications include an MBChB or equivalent, current registration with the Uganda Medical and Dental Practitioners Council, and a valid practicing license. At least three years of experience in providing emergency response to mass gatherings is required.
- Commercial Officer (1 position): For a six-month duration, this role reports to the Operations Manager and focuses on developing and implementing the tournaments’ commercial strategy. An Honors Bachelor’s Degree in Business Administration (Marketing Option) or Commerce (Marketing Option) is required, along with at least two years of experience in Sports Marketing or Commerce in a reputable organization. Experience in the Sports Industry, particularly Football, is a significant advantage.
- Internal Auditor (1 position): Reporting to the Chief Executive Officer for a 24-month renewable contract, this position is responsible for reviewing and reporting on the utilization of fiscal resources and the effectiveness of internal financial controls. Applicants need an Honors Bachelor’s Degree in Finance and Accounting or related fields, plus full professional accounting qualifications (ACCA, APA, ACIS, or CIMA) from a recognized institution accredited by ICPAU. Membership with the Institute of Chartered Public Accountants of Uganda (ICPAU) is also required, along with a minimum of five years of relevant working experience as an Internal Auditor in a government institution or reputable organization.
- Procurement Officer (1 position): This 24-month renewable contract position reports to the Chief Executive Officer and will handle routine procurement and disposal functions in accordance with CAF procurement guidelines. Required qualifications include an Honors Bachelor’s Degree in Procurement and Logistics Management or a related field, along with full professional qualification/membership from recognized institutions. At least five years of working experience in a reputable organization, with three years as a Procurement Specialist/Officer, is necessary.
- Accountant (1 position): Reporting to the Chief Executive Officer for a 24-month renewable term, the Accountant will perform general accounting duties for the secretariat. An Honors Bachelor’s Degree in Commerce (Accounting option) or similar, plus full Professional Accounting Qualifications such as ACCA, CPA, ACIS, and CPE from a recognized institution, are required. At least five years of working experience in a reputable organization, with three years at the Accountant level, is also necessary.
- Front Desk Officer (1 position): This role reports to the Human Resource and Administrative Manager for a 24-month renewable contract and involves welcoming, receiving, and directing visitors within the Secretariat. Academic qualifications include an Honors Bachelor’s Degree in Leisure and Hospitality Management, Marketing, Social work and Social Administration, Office Management, or Business Studies. At least one year of working experience in customer care and front desk management from a reputable organization is also required.
The Ministry has forwarded the job advert to the President of the Federation of Uganda Football Association, the General Secretary of the National Council of Sports, and the President of the Uganda Olympics Committee, requesting them to circulate the information within their organizations for interested parties to apply.
