KAMPALA, UGANDA – President Yoweri Museveni has appointed Frank Nyakaana Rusa as the acting Executive Director of Kampala Capital City Authority (KCCA), effective immediately.
“You are hereby assigned the duties of Executive Director. You will hold the post until a substantive office holder is appointed by the Appointing Authority,” the letter reads in part.
Accordingly, the terms and conditions of Rusa’s current appointment will include making quarterly reports to the Head of Public Service and Secretary to Cabinet, as well as the Minister in charge of Kampala Capital City Authority.
Rusa replaces Dorothy Kisaka, who was dismissed alongside her deputy, Eng. David Luyimbazi, and Dr. Daniel Okello, Director of Public Health, following the tragic Kiteezi landfill incident that claimed over 30 lives.
As KCCA’s legal director, Rusa brings extensive experience in governance, law, and public service to his new role. Previously, he served as Executive Secretary of the Inter-Party Organisation for Dialogue (IPOD), a platform uniting leaders of Uganda’s parliamentary parties.
Rusa’s background includes stints at the Democratic Governance Facility (DGF) as program manager and country representative for the Netherlands Institute for Multiparty Democracy (NIMD). He also headed the Legal and Public Relations Department at the Uganda Electoral Commission from 2003 to 2006 and served as a State Attorney at the Directorate of Public Prosecutions.
According to a letter from the Presidency, Rusa will hold the position until a substantive office holder is appointed. His terms include submitting quarterly reports to the Head of Public Service and Secretary to Cabinet, as well as the Minister in charge of KCCA.
Rusa’s appointment aims to steer KCCA forward during this challenging period and address the issues leading to the Kiteezi landfill tragedy.
