Why Speaker Among declined to replace Ssemujju with Nsibambi

The Speaker of Parliament Hon Annet Anita Among has asked Hon Nandala Mafabi , the Secretary General for Forum for Democratic Change (FDC) to follow the Party guidelines if he wants her to impliment his request of replacing the Party Chief Whip Hon Ibrahim Semujju Nganda with Hon Yusuf Nsibambi.

“While these are internal party matters, they affect the harmony, cohesion and operation of Parliament. I am therefore
unable to effect your communication until the matters raised by the petitioners have been resolved and a communication made to that effect to avoid legal conscquences of the same and disruption of Parliamentary Business.” remarked Among in her letter addressed to Mafabi on 16th August 2023.

The Speaker noted that she has already received complaints from FDC Members of Parliament that although they are part of the National Executive Committee (NEC) of the party, they were not consulted as provided for under the party laws and thus making the whole process illegal.

“The petition I received is essentially telling me that the party did not sit, through its organs, to take a decision to withdraw and replace the current whip. I also note that unlike in the past, on this
occasion no meeting of a Party organ has been mentioned in your communication as having taken this decision and yet it has serious consequences on the workings of the legislature.”

In his letter dated 7th August 2023, addressed to the Speaker of Parliament , Hon Nandala Mafabi as FDC Secretary General , replaced Kira Municipality Member of Parliament Hon. Ibrahim Ssemujju with Mawokota South Member of Parliament Hon Yusuf Nsibambi as the Party Chief Whip in Parliament.

In this same letter which was was copied to Party President-FDC, Chief Opposition Whip, Hon Yusuf Nsibambi and Hon SSemuju lbrahim Nganda, Mafabi informed the Speaker that this changes took immediate effect.
