NIRA Guide: How to Update Your National ID Particulars in Uganda

Having accurate information on your National ID is crucial in Uganda. The National Identification and Registration Authority (NIRA) provides a clear process for updating various personal particulars. This guide outlines the steps and requirements for common changes, ensuring your records are correct and up-to-date.

Understanding the General Application Process

For most changes to your particulars, after gathering the necessary documents, applicants must visit their nearest NIRA offices to capture their biometrics and finalize the process. The submitted documents will then be verified for authenticity, correctness, completeness, and consistency. Subsequently, they will be processed in keeping with the Law.

Updating Particulars by Adding an Existing Name

If you need to add a name that already exists on your document, the following are required:

  • Birth Certificate issued before Jan. 1, 2016, certified by NIRA.
  • Alternatively, a document issued before 2014 or a passport issued before 2014.
  • Academic document issued before 2014 or passport issued before 2014.

Changing Date or Month of Birth

To change your date or month of birth, you will need:

  • A statutory declaration registered by Uganda Registration Services Bureau (URSB).
  • Any of the following: Academic Documents or a Birth Certificate.

Changing Place of Birth

For a change in your place of birth, the requirements include:

  • A statutory declaration registered by URSB.
  • A Birth Certificate.

Changing Year of Birth

To change your year of birth, you must provide:

  • A statutory declaration registered by URSB.
  • A test report from the Directorate of Government Analytical Laboratory as a scientific means of establishing correct age.
  • Any of the following: Academic Documents, a Birth Certificate, or a Baptism Card.

Complete Change of Name

For a complete change of name, comprehensive documentation is required:

  • Deed Poll registered by URSB.
  • A copy of the Gazette where the Deed Poll was published.
  • Certificate of Good Conduct from Interpol OR Police Clearance Form.
  • CID-Report explaining circumstances why the name differs from the Original signed declaration at application of ID.
  • Academic Documents where present.
  • Any other personal documents e.g. Marriage Certificates, Baptism certificate.

Updating Fingerprints or Face

Updating fingerprints or your face may be requested by NIRA contacting a client or when a client is interacting with third-party firms that use NIRA data (e.g., Telecoms, Banks).

  • No requirements are needed.
  • To update fingerprints or picture taken, applicants visit the nearest NIRA offices to capture their biometrics and finalize the process.

Updating Particulars Related to Gender

Changes to gender particulars depend on the reason for the change:

  • If the change is as a result of NIRA wrongly capturing sex in an enrollment Form, this will be corrected without payment of fees.
  • If change is a result of error by the applicant on the Application Form, a report from Certified Medical Doctor is a must.
  • If change is a result of being Hermaphrodite at Birth, a Test report from the Directorate of Government Analytical Laboratory as a scientific means of establishing correct sex.

Clarification of Initials

To clarify initials, you will need:

  • A statutory declaration registered by URSB.
  • Any one of the following: Academic Documents, a Birth Certificate, or a Passport.

Inclusion or Deletion of Maiden Name

For including or deleting a maiden name, provide:

  • A Statutory Declaration Registered by URSB.
  • Any one of the following: Academic Documents, a Birth Certificate, or a Passport.

Change of Name by Virtue of Marriage or Divorce

If your name change is due to marriage or divorce, the requirements are:

  • Deed Poll.
  • A copy of the Gazette where the Deed Poll was published.
  • Any one of the following: Certified Copy of Marriage Certificate or Certified Copy of Decree Absolute.

Update of Particulars by Dropping Nicknames, Pet Names, and/or Titles

This requires:

  • Statutory Declaration Registered by URSB.
  • Any of the following: Academic Documents, Birth Certificate, or Passport.

Change of Name by Omitting or Adopting a New Name (Other than Marriage/Divorce)

For this type of name change, you need:

  • Deed Poll Registered by URSB.
  • A copy of the Gazette where the Deed Poll was published.
  • Other Documents e.g. Birth Certificates.

Change of Order of Names

To change the order of your names, you will need:

  • Statutory declaration registered by URSB.
  • Any of the following: Academic Documents, Birth Certificate, or Passport.

Change of Religion

To change your religion on record:

  • Statutory declaration registered by URSB.
  • Letter from Church/Mosque or Religious Organisation confirming the change of religion.

Change of Residence

For a change of residence:

  • A letter or residence from the new place of residence.
  • Note: Your information will be updated, but no new ID will be issued.

Change of Signature

For a change of signature:

  • If it is a NIRA error, the error will be corrected.
  • If it is an applicant error/mistake, a Statutory Declaration registered by URSB is required.

Change of Spouse

To update your spouse information:

  • Statutory declaration registered by URSB.
  • Any one of the following: Certified copy of a Marriage certificate, Certified copy of Decree Absolute (if the change was by virtue of divorce and subsequently a new marriage is entered into), or Certified copy of the Death Certificate (if it was as a result of a death of a spouse).

NIRA’s comprehensive guide ensures that individuals can update their particulars accurately. By following the outlined requirements and visiting the nearest NIRA office for biometric capture, applicants can maintain up-to-date and correct information on their National IDs.
