KAMPALA, Uganda — Makerere University has announced the promotion and rehiring of 63 staff members, including professors, associate professors, senior lecturers, lecturers, assistant lecturers, and others.
The decisions were made after the university’s appointments board meeting on May 22, 2025, which resolved to reorganize human resources at East Africa’s oldest university. A total of 40 promotions and 10 contract appointments were made, while eight individuals were re-hired.
The university’s chief human resources officer, Dison Mujuni, said the university’s appointments board, which includes a committee of the university council, has the mandate to appoint, promote, and rehire staff. Mujuni noted that the university adheres to government-approved staffing structures and wage provisions.
“We can’t appoint someone unless there is a vacancy and an available wage,” he said, adding that each position must be aligned with the organizational structure approved by the public service ministry.
QUALIFICATIONS
Professor Ronald Bisaso said that in order for one to be promoted, they must have served as an academic staff member for at least two to three years, published scholarly work in reputable journals or as book chapters, supervised graduate students, served as a department head, and demonstrated community engagement relevant to their field.
“Candidates should also have attracted research grants to the university, participated in academic leadership, served as a head of department or dean, and contributed to both institutional and international academic networks,” Bisaso explained. “A final assessment includes an internal peer review by a professor of good standing.”
WHY STAFF DIDN’T STRIKE IN 2024
He attributed the absence of last year’s strikes over harmonization and lack of funds to the fact that the Ministry of Public Service carried out harmonization and lack of funds. The government allocated approximately 39.120 billion shillings to universities, ensuring equal pay for staff holding similar positions at different institutions.
“These strikes arose because staff asked us to bypass the conditions set by the ministry,” he clarified, adding that the dispute was resolved once the ministry cleared the university to pay them. As a result, payments, including arrears dating back to July last year, were disbursed by January.
POST-RETIREMENT CONTRACTS
On the matter of post-retirement contracts, Mujuni said only academic staff at the rank of associate professor and professor were eligible. These contracts are contingent upon fulfilling such criteria as active research engagement, supervision of students, and academic publications.
“If the department doesn’t need the staff or the individual doesn’t meet the benchmarks, the contract isn’t granted,” he noted. Professors can be reappointed until the age of 80, while non-professorial staff are reappointed until 75, in accordance with the revised university policy.
INCREASE IN PROMOTIONS
When asked about the number of appointments made in the recent cycle, Bisaso said the increase compared to previous quarters demonstrates that they are performance- and qualification-based.
“To move from assistant lecturer to lecturer, you must have a PhD,” he said, adding that many of the recent promotions were earned by staff who had completed their doctoral studies earlier in the year.
For example, among those promoted is Ronald Bisaso, who was an associate professor and now a full professor. He is currently the deputy principal of the College of Education and External Studies. Luke Yawe was promoted from associate professor to full professorship at the College of Business and Management.
