Judiciary’s Twin towers launched with 8 billions Unused

KAMPALA-President Yoweri Kaguta Museveni has commended the Judiciary for its tremendous work which enabled them to come up with the decision for construction of the state of the art Twin Tower Buildings which will save government 6 billion annually that was being spent on rent.

While officiating the opening ceremony of these buildings from whose construction government saved 8 billion shillings, Museveni emphasized it that this project is a sign that everything is possible with out external borrowing.

“Now I want to congratulate the judiciary for the new buildings. Although government provided the money , but the initiative was an over sight by the judiciary. The ones who saw and mobilized the rest of us.”

He therefore saluted the Chief Justices who have been in this process starting with Benjamin Odoki, Bart Katureebe and the current Chief Justice Aliphonse Owiny Dollo

Museveni also commended the Judiciary for prioritizing Alternative Dispute Resolution mechanisms which promote peace, harmony as well as saving people time through undergoing tiredious court process.

“The black people insist on full accountability, I thank the Christians, I think jesus was a revolutionary who said that love your enemies…in Africa its not there but we can forgive after accountability. The other Colonial system involve a lot of stories but in a Banyakore way , you can be forgiven if it its murder. You can also settle the matter , it can’t be an eye for an eye. You need to account and compensate.”

President Yoweri Kaguta Museveni, Chief Justice, Deputy and other stake holders who attended the ceremony.

He added that once that is done, people’s anger comes down hence promoting peace.

Chief Justice Aliphonse Owiny Dollo at the same event , implored the Justices, staff of the two Appellate courts and other officers of Judiciary to properly utilize these buildings to show value for the money spent on them.

“We have in the new building different innovation Centres like Mediation Rooms, Breast feeding Rooms for mothers, Play Centres for Children, I.T Rooms, Kiosks for ECCMIS, Board Rooms for Conferences and Meetings among others. All these are facilities that should be used to enable dispensing of justice more efficiently and effectively.”

Dollo also called upon everyone to join hands in supporting the Judiciary in its strategic plans geared towards improving access to Justice like Implementation of the alternative Justice strategy which is aimed at incorporating alternative Justice System in our Courts to resolve case backlog.

“I also commend the Speaker of Parliament for gracing this occasion.I finally thank the Chief Justice, The Judiciary Council and the Top management for always providing good leadership to ensure that the Judiciary achieves its vision of according “Justice for All”.

Dr. Pius Bigirimana, Secretary to the Judiciary revealed that they managed to save 8 billion shillings from the total construction budget as a result of project documentation correct, professional tendering , minimizing variations was correct and minimizing penalties like late payments.
