Nakyobe commends URSB for transforming registration services

KAMPALA, Uganda — The Head of Public Service and Secretary to the Cabinet, Ms. Lucy Nakyobe Mbonye, commended the Uganda Registration Services Bureau (URSB) on Thursday for its strategic efforts in modernizing and streamlining registration services in the country.

Ms. Nakyobe led a high-level delegation of permanent secretaries and officials from the Chandler Institute of Governance in Singapore on a learning visit to URSB, where they were given a guided tour of the Uganda Business Facilitation Centre (UBFC).

During the visit, URSB officials from various directorates outlined the innovations and reforms that have contributed to the transformation of registration services. These interventions have significantly enhanced efficiency, automation, and accessibility.

“Today, I have decided that the key performance indicator for permanent secretaries in the financial year 2025/26 will be re-engineering and automation of their respective ministries,” Ms. Nakyobe said. “As public service leaders, we must adopt systems that simplify processes and enable citizens to access services quickly and efficiently.”

The permanent secretaries were determined to uncover the turnaround strategies to implement these successful practices in their ministries. They engaged actively and asked questions about business registration, copyright, and intellectual property.

URSB Board Chairman, H.E. Francis Butagira, expressed his appreciation for the visit, noting that such engagements foster collaboration and national development.

“Last week, we hosted foreign diplomats here to showcase Uganda as a prime business destination,” Butagira said. “Strengthening institutions like URSB is key to creating an efficient system that stimulates investment and economic growth.”

Mr. Alex Anganya, the Deputy Registrar General (DRG) at URSB, re-echoed the agency’s commitment to working closely with government ministries to drive legal and administrative reforms.

“We are always happy to collaborate with ministries that champion innovation and legal reforms,” Anganya said. “Our Board of Directors plays a crucial role in ensuring accountability and strategic direction. We take pride in our team which is innovative, committed, and up to the task and consistently delivers results.”

He further acknowledged the government’s continued support, which has been instrumental in URSB’s achievements and overall performance.

The visit marked another step toward fostering inter-agency cooperation and reinforcing URSB’s role as a catalyst for business registration, investment promotion, and economic transformation in Uganda.
