NWSC’s Silver Mugisha hands cash to Bushenyi reverends to help him sweet-talk Museveni amid third term contract renewal fallout

National Water and Sewerage Corporation (NWSC) Managing Director, Dr. Eng Silver Mugisha

BUSHENYI – Dr. Eng. Silver Mugisha – the Managing Director of National Water and Sewerage Corporation whose two-term contract as Director has expired, on Thursday met Reverends in Bushenyi and tipped each of them with a “retirement” goat of shs300,000.

Through his friend Bishop Johnson Twinomujuni of West Ankole Diocese, Eng. Mugisha convened over 80 reverends in his home District at Hotel Tuuza whom it is alleged he seeks to petition the President for renewal on grounds that he has equally helped the church.

Eng. Mugishs’s contract expired on August 31st despite the Board having extended him for the next 5 years in May 2023.

NWSC Board chairperson, Dr. Eng. Badru M. Kiggundu noted that they considered his good performance to hand him a new contract until 2028.

“Because of the notable performance by the Managing Director and his management team, the Board of Directors of National and Sewerage Corporation, acting in full compliance with Section 16 of the NWSC Act, has re-appointed Eng. Dr. Silver Mugisha as the Managing Director of National Water and Sewerage Corporation for the period 2023-2028,” Dr. Kiggundu announced.

However, President Yoweri Museveni – the final appointing authority has since gone silent over the same which puts his [Mugisha] job in the air.

“Had the President not wanted me, he wouldn’t have accepted the Board to re-appoint me,” sources reveal that he told the reverends during the meeting.

Previously all former managing directors were serving two terms, it is not clear why the NWSC board decided to give Mugisha a third term.

Dr. Eng Mugisha who has headed the Corporation for the last ten years saw his contract expire on August 31st, 2023, and has since been in office only in hopes of the President renewing him but in vain.

There are alleged reports that all has not been well at this water body and some months back, it was reported that the computers of the corporation were hacked into causing the loss of very vital information. This caused a lot of suspicion with people wondering what the motive was.

On the other hand, he has brought his blue-eyed manager Mr. Paul Kahigi, former FDC Bushinyi District L. C.V. Chairperson candidate, to stand on Minister Raphael Magyezi former seat – Igara West on an NRM ticket. This is to impress his boss for converting opposition leaders to the NRMh party. Mr. Kahigi is NWSC Western Coordinator.
